Meet the APG Team:
Joe is the Founder, President and Managing Director of Alliance Project Group, LLC and has overall responsibility for the delivery of APGs client services. For over 25 years, he has served healthcare and related industries in a variety of consulting leadership roles in Business Transformation, Operations Improvement, Project Management, Process Analysis/Workflow Optimization and Financial Analysis/Management.
Joe has provided Subject Matter Expert (SME) and outsourced executive leadership with numerous APG clients including new business start-up, post-merger integration and enterprise system/vendor implementation, serving in both Chief Operating Officer (COO) and Chief Project Officer (CPO) positions.
Prior to founding APG, Joe was the Senior Vice President of Planning & Project Management for Magellan Behavioral Health, a Fortune 1000 Company and one of the largest specialty managed care providers in the country. He also was a Senior Manager in Ernst & Young LLPs Healthcare Consulting practice and led their Business Transformation services in the Maryland market. Prior to his career in consulting, Joe was a Financial Manager with the University of Maryland Medical System (UMMS) and a Financial Administrator with Westinghouse Electric Corporation (now Northrup Grumman). He is a former member of the Board of Directors of Life Association in Plano, TX, two local community non-profit organizations and is currently serving as a Board Advisor to a local community services organization.
Joe received his B.B.A in Finance from James Madison University and his M.B.A in Financial Management from Loyola College of Maryland.
Matt Boyle is the Founder of MJMB Consulting, LLC, a Strategic Advisor to APG and Healthcare Executive with over 20 years of experience leading Financial, Operational, Provider Network and Product functions for the world’s largest healthcare services company, UnitedHealth Group (UHG). Most recently, Matt worked within UHG’s services division, Optum, leading Provider Network Strategy and Process Optimization for their Behavioral Health division and as a Product leader for their Distribution Services division. Prior to supporting Optum, Matt was with UHG’s benefit division, United Healthcare, for over 15 years supporting their Medicare and Medicaid lines of business. During his tenure with UnitedHealthcare, he was a Chief Financial Officer for over 5 years supporting multiple large health plans. He also led several cross-functional operations areas as Director of Business Operations and Regional Finance and Operations Director. He is a graduate of Pennsylvania State University’s Smeal College of Business as well as United Health Group’s Executive Development Program which included Executive Education at The Wharton School of the University of Pennsylvania.
Catherine Avon is the Founder and President of Stratford Consultants and serves as a Strategic Advisor to APG. With over 20 years of experience as a strategy and marketing consultant, Catherine is seasoned in guiding clients in developing innovative business models, differentiation strategies, programs, and product offerings. Clients have included Fortune 500 companies, associations, nonprofits, and technology startups. She also serves as Co-Managing Director of Girls in Tech DC, the regional chapter of a global nonprofit focused on strengthening opportunities for women and girls in technology, entrepreneurship, and innovation. Prior to her career in consulting, Catherine was a Senior Manager for Market Strategy at AOL for Broadband. She served as a Senior Associate at DiamondCluster International (now part of PriceWaterhouse) and as a Consultant and Financial Analyst for WheatFirst, a regional investment bank. Catherine has an MBA with a focus on strategy, management, and international business from the University of Chicago. She has a BA in English, with Distinction, from the University of Virginia
Elena Lipson is the Founder and Principal of Mosaic Growth Partners. Elena has provided healthcare strategy and change management consulting and executive coaching services to established and emerging organizations in the public, private and non-profit sectors for nearly 20 years. She has worked with hundreds of companies in the digital health and life sciences industry, supporting projects on consumer and patient engagement; health and wellness; hearing; caregiving and independent living; and innovations in gene therapy and AI-driven digital therapeutics and diagnostics. Prior to founding Mosaic Growth Partners in 2015, Elena led AARP Services' business development efforts in health and caregiving. At AARP, Elena was responsible for securing strategic partnerships, developing new business models and serving as an innovation champion. Elena also spent nearly 10 years as a management consultant, primarily with Deloitte Consulting, where she led strategy, human capital and technology engagements for federal health clients and the Deloitte Center for Health Solutions. Elena is a Project Management Professional, a coach certified by the International Coach Federation, and certified Agile Scrum Master.
Garland Bond is the Chief Data and Analytics Officer for GBondData. Experienced General Manager and Marketing Leader with a proven track record of launching and building data-driven businesses with world-class market share and profit growth for F500 clients. Exceptional ability to use data-centric and digital platform strategies to generate new revenue streams, reinvigorate core product lines, and produce amazing results for C-Suite, board-level partners, and clients. Proven track record of building omni-channel acquisition engines that have delivered hundreds of millions in recurring revenue for clients such as GEICO, Citibank, DIRECTV, and AARP and its affinity marketing partners such as United Healthcare, NY Life, The Hartford, Expedia, Hilton, and Avis Budget. Garland’s earlier executive roles included serving as the Managing Director of Global Data and Analytics Consulting with Acxiom, Vice President of Financial and Healthcare Markets with Harte Hanks and Strategic Account Executive with Merkle, Inc. He has a B.A in Economics from the University of Arkansas and participated in Executive Training at Georgetown University.
Ryan Kinney is the Founder of RWK Consulting and an APG Strategic Advisor. Ryan has 14+ years of experience driving revenue growth, leading business transformations, improving efficiencies and creating solutions to reduce costs. He brings a leadership approach that is results-oriented, customer-focused and team-minded. Executive roles have included transforming large, multi-site organizations with teams of 500+ and budgets of $60M+. Ryan has served as a Chief of Staff in several large corporations and has deep cross-functional experience leading solutions across sales, marketing, information technology and product development. Executive roles include Vice President and Chief of Staff, Operations at Innoplexus, Assistant Vice President and Chief of Staff, Direct Sales Strategy & Operations, Global Customer Solutions at MetLife and Director, Direct Sales Strategy & Operations. Ryan has an MBA from Columbia University and a BA in Organizational Psychology and Political Science from Binghamton University where he was elected to Phi Beta Kappa.
Marc Milanowski is the Founder and Managing Director of Annex Advisory Group. With nearly 20 years of strategy and analytical experience in the healthcare industry, Marc advises his clients through a wide variety of healthcare issues impacting their growth strategy, operations, and bottom line. Prior to forming Annex Advisory Group, Marc helped build two successful healthcare consulting practices at boutique firms where he served on their respective leadership teams. Marc began his career in the Value Solutions consulting group at Arthur Andersen LLP. He is a frequent speaker at various industry trade group and professional association conferences. Marc graduated with a Bachelor’s Degree in Finance from DePaul University in Chicago.
Joe Bourne leads APGs Long Term Care consulting practice and is a healthcare executive with over 30 years experience leading Operations, Service Delivery, Strategic Planning and Finance efforts across the healthcare industry. Most recently, Joe was the Senior Vice President of Managed Care and Revenue Development at Genesis HealthCare, the nation’s largest long term care provider. Prior to his leadership with Genesis, Joe was the President of Respiratory Health Services (RHS) in Baltimore, Maryland where he led the RHS team through a series of acquisition and expansion efforts. Before these executive roles, Joe was a Senior Manager with Ernst & Young leading their Business Analysis practice in the Baltimore-Washington market and a senior financial executive with the University of Maryland Medical Center and Sinai Hospital. A graduate of Washington College of Maryland with a degree in Finance, Joe is a frequent industry speaker to Long-Term Care Associations and Trade Groups.
